Just keep not buying the pass. The only way they'll do it is if they don't receive the monetary compensation they expect from the pass initially.
That's my theory as to why mythics are doing this. Not enough people bought the entire pass, so maybe they can fomo a few mythic points from someone before a shop rotation instead.
An extension of my thought process is that if heroes sold battle passes they would still be in there
The only reason to remove them is because they are changing their approach to monetization overall because it wasn't high enough.

The post suggest that's it's brought in around 200-300 million and the first brought in a cool billion.
Considering the trend of the game it's hard to believe it'll ever catch up. But blizz will try.
So if you don't buy the pass they will sell you those skins. They have to.
