They use cover, breaking LOS positioning and get healed by the other support while their team is doing a good job denying space.
Ulting Mercy needs to be headshot multiple times if only one person focuses on her
Erratic and disorientating positioning where they are directly above or behind you when someone is shooting you from the front while she is ulting around.
Hitscans are the best for when she's in the air, other projectile characters are usually better focusing some where else unless they can reliably hit her while she flies.
Sometimes you just can't hit her or she's getting healed so you go feck it and try to burst down someone else, easier to hit or more of a direct threat or peel for someone else on your team.
But yeah
Higher ranks, the better peoples target priority is and you may find someone else is actually helping ping down the Mercy when they can.

That's because players focus or tunnel vision on the enemies that are on the ground instead of looking up their first person perspective in the sky and even if you ping enemy mercy location players can't be bothered to look up to enemy mercy
