As a woman myself, women giggle with each other all the time so there isn't any connotation behind it. From the interactions between Pharah and Baptiste in the As You Are comic, it's more implied that there is an unrequited love.
People can bend around it all they want but it's clear what that voice line implies.
We wouldn't be having this forum discussion if it wasn't.
There has never been any mention or confirmed canonical lore that Pharah and Mercy are dating, that one 'flirty' voiceline interaction is just fanservice to Pharmercy players because the two heroes are just well known for being synergised in matches. If you want to talk about the actual lore then the comic between Baptiste and Pharah about her sexuality is implied that she has unrequited love, whether or not you've read it you'll see what I mean if you either read it or re-read it.
