This issue reflects modern gaming and is not limited to Blizzard. Valve, Nintendo, its everywhere. Gaming companies try to spend as little money for as much revenue. Hiring staffs to review reports and punish misuse of the reporting system is too costly.
Back in the days, companies tried to release the best possible games, make a franchise that everyone loves, create a name for the team. Nowadays, its about min-maxing on the economical cost-benefit chart.

I never got punished in Overwatch 1
I got punished twice in Overwatch 2
First time was a silence, second time was a temporary ban.
Both for "toxicity", second punishment was ridiculous because i barely played, only a couple of hours in that whole Season. It was during mischief and magic event and i got reported because i got the same opponents and they just hated on me for hiding too well.
