If I tell people that I'm going to report them...
does that count as abusive chat/communication?

It doesn't matter. The report system is automated. They can report you back and it counts just as much as your report of them.

Playing from 2016.

Don't tell them. Mute. Block. Report. Case closed.

The only thing that counts, it's treat people bad or playing so bad people will report you.

Announce you're going to report someone it's a BAD IDEA, you should never do that. Block, report, move on.

Be careful, they could just report you right back. Not saying anything would come of it, but you never know.

Blizzard GMs told me that telling someone that they were going to report it is insulting and abusive, no matter if the guy is insulting, threatening to kill or cheating...

The worst thing is that even if you ask GMs for an investigation to check the full discussion, they won't do anything except send you a copy-paste message (besides French GMs are so stupid that they send a message with the wrong address for the end user contract...Even after warning them several times of this error, it is still not corrected! GMs are bots?)

In any case, given the number of trolls, afk, cheaters and guys who insult for no reason, no matter how legitimate your report is, you will always be at fault in Blizzard's eyes if you say something! The automatic reporting system could have been nice if players could only have one account and only one report per person was possible...

It also seems that some have managed to circumvent the limit of one report per person... Several times I came across the same player who managed each time to get me to take a ban! Besides, this player who sells cheat software and boosted accounts... But when we talk about this player to Blizzard GMs, they always dodge the question...

F2P has brought even more trolls who have fun provoking you to say something, in order to ban as many accounts as possible! And as with cheaters, Blizzard is 3 years late!

Honestly with Blizzard's incompetence, I no longer enjoy coming to the game to be insulted, run into a team of trolls or play against cheaters... And that it is me who takes a ban when I ask to play seriously or to ask the other team to report abusive behavior, so that the game becomes a respectful place again as at the very beginning...

This is common in every chat or community. If you tell or threaten someone to report, that is toxic behavior. You or me can disagree, but that is how most communities handle it. There is no need to tell that to someone. If you want to report someone, do it silently. That's the correct way of handling toxicity.
