Зачем предварительно скачивать если игра уже установлена?

Можно типо путь указать в директорию игры, наxyй мне два овера на пк

Вы даже установить её через Steam не сможете, так как Blizzard заблокировала RU, BY регионы не то что от установки на релизе, но и даже от предварительной загрузки.

В таком случае можно попробовать скопировать содержимое из папки Battle.net версии Overwatch в "Диск_в_системе:\Папка_с_библиотекой_игр_Steam\steamapps\Overwatch" и на релизе проверить целостность файлов.

Preload-файлы игры скорее всего зашифрованы и находятся в ""Диск_в_системе:\Папка_с_библиотекой_игр_Steam\depotcache", структура файлов Steam версии еще неизвестна. Возможно она будет несовпадать с Battle.net версией и переустанавливать 33.4 GB все равно придется.

а как я из России смог установить 30 с лишним ГБ и добавить в библиотеку?

This only shows that you cannot purchase things in-game (micro transactions for loot boxes). I made a new RU battlenet account 2 weeks ago to try something out and after installing the game with a trick (OW2 is missing from store list in Bnet application) the game launches up to the log-in screen with error, possibly not because of missing phone number but because it really is RU region blocked, I cannot remember.
You can make a Bnet account from any country without using a vpn. The problem is the phone number requirement!! that they added for OW2, it will default to the account region's prefix (+×××). You need a non-voip, non-virtual, post-paid number!! You would need to buy/rent a phone number like that online I'm guessing for the country's region.
I hope for the steam launch they remove the phone number activation requirement, if they are smart that is.
What I mean is you can possibly use this to make a secondary Battlenet account just for OW2 (it's a free 2 play game anyway). Only issue being finding a post-paid phone number. You also need a new email. MailDOTcom and microsoft outlook don't need phone numbers like gmail to set up your email.

Add Overwatch 2 to your Steam library and preload/install the game if you are Russian with a russian region Steam account by download and installing a free non-browser vpn of your choosing on your PC.

I myself have experienced problems with pre-loading new games before launch as they start downloading afterwards again and it takes a long time, but as this is not a brand-new "live" game I assume pre-loading it (installing before 'release') might be safe.

EDIT: the new captchas to solve (that detect if you are human ) for Battenet when you create a new account are super annoying. If it detects some funny business you will have to solve 10 captchas in a row without error or a mistake. I suggest the audio captchas instead of visual ones like the stupid dice (it is selectable) if that happens. Faster and easier to solve 10 in a row.

Blizzard blocked russian and belarus region Battlenet accounts from installing (or maybe even launching ow2 idk) a year ago. They can force rules to Valve for their own games. In this case not allowing you to add the game to your Steam library without a vpn.

To add, on the Battlenet launcher/application you could select the server region you wanted to play on (Europe, Asia, Americas) before pressing the play button which launches the game (ofcourse who knows if it works, only tried it myself early when the game released). Don't know how that will work now if you live in a far eastern part of Russia and want to play with closer asian servers for lower ping.
