Do I need to reinstall the game via steam or can I transfer the files from my battle net version??

Reinstall, at least with "preload". i've moved OW installation folder inside C:\Program Files (x86)\Steam\steamapps and renamed it Overwatch. Steam installed the game in the same folder, but it downloaded the game fully instead of just checking files in the folder.

You can download the data on your PS4, move it into the Xbox Cloud, compress it in .zip format for faster transfer, and than upload it into your Google Drive.
You can than launch it on the Steam App directly from your Smartphone using any Bitorrent downloader program (just remeber to set your camper Wifi to 2.4H2O to avoid CIA agents).
