Brigitte was quite literally the worst hero released of all time. She was the strongest hero on release, even stronger than Mercy had ever been. She was so overpowered, You could literally remove one of her skills, ANY skill of YOUR CHOICE, and she would still be a strong hero. No other hero in the entire history of Overwatch was that strong.
But aside of that, even more importantly, and fundamentally, she was the beginning of a new era, which ended up in the famous 'The State of Overwatch' video by Seagull. Her entire concept was to be picked to shut down highly skill based heroes like Tracer and Genji. Please understand, someone poured thousands of hours to master Tracer, and then any gold ranked player could pick Brigitte and make that thousands of hours investment worth nothing. Please imagine Yourself playing and practicing so hard, which is not always fun. There are moments where its very tiring, unpleasant, and not fun at all. You do this for thousands of hours, and then someone who played Brigitte for an hour, can completely cancel Your hard work.
You Yourself are saying to pick Pharah to counter Brigitte. That's the blunder of Brigitte. If You have to pick X hero to counter Y hero, then Overwatch is not worth playing. Because then, You're no longer looking to master the hero You like, learning the nuances of the game. You're just playing a rock-paper-scissor game.
she was OP because she was new just like any new hero in any game could be OP or underpower, now Brigitte has been balanced for years, your points is weird, you are complaining about something happened years ago when the game was even more popular than now.

her shield has too much HP, and she was doing too much self healing.
at that time when people were complaining about her and i don't blame them because she was a support hero who is a mini tank and DPS at the same time, i was destroying her with Pharah and i am not a Pharah main.
yes took them long time to balance her they even too much nerfed her to be useless.
now she is not in good place, not useless but not good either.
the only real issues in OW balance is 4 things :
few really useless heroes no one cares about them, if they are not useless they can add balance to the game.
PC and Console have the same balancing and can't be fixed because cross play.
Ana.
Dva.
Ana is unbalanceble, because all her abilities are S Tier, her nade is better than some other heroes ultimate.
Ana always OP, Ana need good skill to master her that's why they are afraid of nerfing her because she is already useless in lower ranks but OP in higher ranks.
and she has no mobility, she need rework to balance her.
Dva has been OP for long time too, Matrix is OP.
Genji and Tracer are in good place right now both of them.
Brigitte wasn't a long time issue for the balance, it was the most famous.
the real problematic heroes with the balance for long time were Ana and Dva.
now with one Tank in OW2 Dva can be fixed.
Ana is the serious issue everyone need to complain about, but no one does.
