The answer is still no.
Though you will be expected to conform to some kind of meta or you will get crushed.
O a fun thing, those that owned OW1 were suppose to get the OW2 PvE content for free, but now they removed the PvE level up system and the alternative attacks, slided up the missions into 3 missions per year and you need to pay 15 bucks for each set of 3 missions.
As expected from a competitive game were you must all be tryhard, the community is EXTREMELY toxic (not new from OW1). Expect to meet all kind of idiots.
The change from 6 vs 6 to 5 vs 5 is huge, when the only tank die you feel it. If you have 2 deads in your team, it's already a losing fight you better retreat usually.
No more lootboxes, you barely win any skins or content by being fully F2P.
And the price of skins and PAID PvE events is disgusting :/
So now you get 1 Tank 2 DPS 2 Support in the team.
Yeah don't ask me why, for the sake of "balance", they fused the 2 tank slots into a single one, and boosted the HP of every tank to compensate.
Meta is just to play whatever OP character they try to sell you with the battlepass until it gets nerfed next season.
Kiriko was completely OP when she released and unsurprisingly she got hit by the nerf hammer, right now it's Ramattra making up a huge chunk of the Tanks you'll see in the game. At this point he's basically a straight upgrade over Sigma.
Stuns have been removed from DPS kits, no more getting stunned for half an hour by a Mei + McCree + Brigitte squad. That makes the game actually enjoyable again, who would've thought.
Community is exactly the same that when you left off, hasn't changed one bit. DPS still think they're the most amazing people to have walked this Earth and Hanzo mains still think they can solo carry the game while all they do is ensure the enemy team an easy win.
If you want to always have all the heroes and you plan on buying cosmetics, just stay away, there are better games anyways.
