OW2 is a free downgrade (not that OW1 was any good in later years)
they didnt even change the weapon animations
cs2 is still in beta while OW2 is making millions
Plus it's got a reason to spend money that's actually good in that it's market has actual value. Overwatch has glorified pay 2 obtain unlockables with no value.
The games aren't really all that similar, but in terms of pure reputation, CS buried OW2 before it even had a chance to be near CS's level.

Overwatch 2 was just a monetization update and removed content more than it added
I don't care much for Counter-Strike but even I can see that there is a genuine, technical justification for it to be a new game. Overwatch 2 is not a new game
even overwatch 1 had better servers than csgo
ow2 has better anticheat and new cosmetics made possible only on new engine
