The hagbane bow for example have a higher target range in the weapon stats than the other two bows which is not surprising, seeing as it has an aoe poison cloud that can affect multiple opponents in close range.
I totally agree, it should be like that but i'm not pretty sure. Devs are aware (orly?) that rats and other MOB can stack, there is almost no collision except the gentle push when you stack with someone/someting else. So the fact that weapons have a max number of targets but not an area of effect should be the most logic way, because if it was an AOE, we would be able to hit 50rats if stacked.
