How do I open the console?

So how do you open console? I read it was Insert but it's not working.

For those stating there's no console I'm not saying I disbelieve you but how is it people have explored out of bounds areas like the 'secret room' in the Inn? How do they reach such areas without using some kind of console interface?

There's a developer's console in most games. It just isn't always accessible by players.....

Example: You have to download a mod for Witcher 3 to force unlock the console in that game.

There is always a console. It is part of coding and developing the game. You as a player just aren't always intended to have access to it and in most games that access is removed.
