Close but not quite. The flames didn't reject him the first time - had he stayed in there a second longer he would have succeeded. What nobody knew, is that the flames were supposed to cause unbearable pain. Everyone assumed it meant he was rejected, then when the next person went through, they casted all sort of enchantments to protect them, so they were accidentally faking the test the whole time. When the truth of the matter come out, and he taken the test again, this time staying in the flames, it shown he was always the one supposed to lead them, so some decided to follow him, and some still didn't like the fact and objected against it, thus causing that second civil war.
The Dwarves probably still had the crown by the end of the world, so that thing had no real relevance to the story.
You are also correct that the Wood Elves didn't care - they spit off when the first civil war started, but after Malekith got accepted as the true Phoenix King, and all the surviving Elves had nowhere to go, they accepted them into their home, as them being the only ones not effected by it all proven that their way of life, in the forest, was the right choice all along. It sort of helps that the new avatar of Isha said to let them all live there though, as she is a pretty big deal to them.
