it's a holdover from their own language, queekish. they talk too fast to notice inflection in queekish, so to put empisis on a word you repeat it. using two words that mean the same thing is their version of eloquence, hence the "kill-slay them soon-quick!" nonsense.

Hah, another thing I love is how they don't have the same tune, it's always funny when the super-squeaky Skaven claim that "ALL WILL DIE DIE!".

Skaven speech really adds a lot to their character. I love the FMV for the old Warhammer Shadow of the Horned Rat game because of this!
