I propose "Ambulatory Blender".
But, we can look at his profession, his work and it's similarities to the jobs and tasks that ninja of old would do. Can't forget the fact that, in history, there were ninja who used to be samurai, who were shamed or lost their masters, etc.
In the end, it's either side's game, really. Call him what you want.

No, not always. Ninjutsu is all about unconventional warfare, tactics. You've got the covert stuff, of course, espionage, etc, but it's so much more. It's kind of like a way of life, consisting of a large variety of combat skills, hand to hand weapons, proficiency in explosives and firearms, spiritual and religious discipline and extensive knowledge of... well, nature, basically. Different ninja would do different things, and open combat wasn't uncommon, if necessary. There are a few recorded instances which are pretty cool.
But, one of the coolest things about ninja, I think, is how they learned to use the weather and the land as a weapon against their enemies.
It's said that Raiden is very attuned with nature, studying scouting techniques at one point in time.
But now I'm taking this too seriously.
