Why Metal Gear Rising is Locked at 60 FPS.
Metal Gear Rising is locked at 60 FPS because the quick time events seem to be hard coded for that framerate. The final boss' final set of quick time events are impossible to pull off at 30 FPS. The boss will literally hit you before you have a chance to defend yourself. I haven't tested anything over 60 FPS, but I would imagine that a similar thing will happen. Animations for quick time evens move too fast at 30 FPS, so I would think that they move really slow at 120 FPS.

Update:
I did a little bit more testing and I found out that the game actually runs at about half speed if you play the game at 15 FPS. This may also explain why the game feels a bit slower to me at 30 FPS compared to 60 FPS. This is probably also why we are not able to get to 120 FPS. I would imagine that the game will actually run at a much faster speed.

The clock tower not loading is also caused by the frame rate. At 30 FPS the clock tower fails to load and Raiden is stuck in the air. Going back to the main menu and hitting continue should cause the clock tower to spawn.

Sundowner in the first level will also get stuck in the ground if you are playing at 30 FPS. This isn't anything to really worry about. You can get passed him just fine and complete the level.

Glad I turned off the anti-aliasing and texture filters to hit that sweet spot in terms of frame rate.

Bumping this thread again because I see a lot of new people in the forums here.

To add something useful to this post:

The lowest framerate I would recommend playing at is 45. 45 FPS is the lowest framerate where you are actually given a good amount of time to hit the final boss' QTE. 35-40 FPS is possible, but you will have less than a second to respond.

The best way to get a better frame rate is to lower the resolution. Everyone here recommends 800x600 because it is the lowest supported resolution.

If you want a video to go along with this information I am more than willing to make one. I can easily make a video where I start at 30 FPS and show how the QTE timing window increases as I raise the frame rate.

If this is true, then for obvious reasons, game developers really need to stop tying framerates to game speed. At least it's 60 fps. NFS Rivals did the same thing but at 30. I thought this practice stopped over a decade ago, why are we moving backwards?

Dunno about NFS Rivals, since it was always announced for PC, but as he said in the video, MGR:R was developed by people who never had done a game for PC and it wasn't going to be released on PC at first (The Kojima Prod. game was, but not the Platinum Games game). And with that in mind, they tied it down to 60 fps since consoles doesn't go further. The games was made for 60 fps, not more, not less, and that's why it might have been hard to change it. And as you said, it's at least 60 fps, not 30 like Dark Souls.
