During the fight with sam on the train, when raiden gets pushed back and stops himself on the roof of the tunnel, Sam comes and slices around the jaw area.
I don't need to try for myself. Raiden actually uses them like that in the game (Infact I provided an example in my original comment). Also tripods only have 3 hands, hence the prefix "tri-".
The heel IS actually just his foot. It's exactly as I said. He doesn't wear boots because he has a cyborg body with those heel/boot things built in.
Also, what is "Welcome to the other land culture" supposed to mean? You mean Japan?
Did you even play the game? Raiden uses his nails for gripping to a wall in the second mission (granted, he does end up using his sword to completely stop his fall).
I'm going to assume English isn't your first language, so sorry if this offended you, but your points still don't make sense.

Not to mention the heels serve the purpose of effectively allowing him to be on the balls of his feet the entire time.
The heels are just a further nod to the andgrogyny that has been part of the characters make-up since his inception. The fact that they're also quite functional is just a bonus.
Doktor explains why he has an eye patch. They didn't have time to get a new eye, so that bandage acts as a camera. If you ever wonder something in Metal Gear games, the codec will answer it for you.
If you played more than 5 minutes, you see he uses them for combat (holding his sword) because legs have more power than arms ever could have.
Better grip and useful if it ever comes to fist fight and sharp nails like that can act as miniature knifes.
