Also Raiden is a Cyborg, he could use EMP's and Chaff grenates which would effect his sight (sensors). He fought against Grey Fox back in MGS1 and won, but they were old friends and didn't want to kill each other and the Grey Fox suite is equal to the suite of raiden.
Snake had to use the certain environment and psychological warfare to play the card of sanity and philosophy like he does always with people he thinks he has a wire to.
Snake has still a good chance.
Snake still edges out in stealth and experience as age and a lighter body provide a better background for infiltration. So it matter less about who would win and more like where would each win.
