My computer is an Alienware M17X R4
-Intel i7-3820QM Proc (3.7ghz)
-16gb ram
-NVidia 660M GTX 2gb
It has no problem play Assassin's Creed Black Flag at highest settings. Not sure if this game is just not coded well or way more intense graphics wise. Will fiddle around a bit more with it tonight and see if I can tweak it somehow.
its the game mate, they messed up the resolution detection, its literally selecting the wrong refresh rate. untill they patch it or you use a screen that doesnt have 24hz support then nothing we can do or use a bordeless window hack but that seems to deativate vsync so you get tearing.
cant win!!
If you turn the MSA value further down you realize that the lag it is becoming less.

Awesome, I'll give that a shot. My laptop screen is at 60hz so it shouldn't be affected by what previous commenters were saying.
I had the same issue until I went to windowed mode, then it jumps to a solid 60 FPS.
The funny thing is, after you play for a while in windowed mode, you can go back to fullscreen and it will stay at 60 FPS.
Try this fix, set a custom resolution to 1920x1080 @60Hz in your graphics control panel.
If you still are having issues, try 1920x1079 @60Hz.
This should force the game to detect your refresh rate correctly.

My laptop SHOULD handle this at high settings, hell AC4 handles just fine. I don't know what it is... Eh. At least it's working good now.
Doesn't hurt to read a bit around before asking the same question everyone and their mom is asking.
The game locks to 24 FPS when playing fullscreen in full HD on a display that's connected via HDMI.
I'll bet my dog's crap that your PC's monitor is hooked up via HDMI.
Use fullscreenizer while you wait for a proper solution.
