I'm not sure - people are reporting problems with certain .dlls when trying to launch, some say that some are missing - it might be fixed by verifying game cache, I am not sure.
That might be number 2.
Also, as part of the "run as admin" you might also want to suggest that people do not install to C:\Program Files (x86) due to potential write issues with that as well (nobody should install Steam/games to that directory).
Oh, another minor bug is that during cutscenes and end missions the mouse cursor will show up and be seen. At least it is for me. It's possible it's related to me running two screens on my PC (game is in Fullscreen mode though).

Yeah, that also sounds like some sort of bug. I heard that people worked around that by forcing the game into windowed borderless with some sort of 3rd party application.
So, did updating your DirectX fix the problem for you?
