This used to be so obvious stuff that nobody never even had to ask about these things. There probably are no resources we can simply just point you and have you learn from there. So... let me teach you how to do it.
Question: "Will MGR run on my laptop?"
Let's take a look... We can find out the minimum system requirements of MGR as listed on the Steam Store page. Those say that the game will need at least:
Usually people don't trust the manufacturer's own information and download something like Speccy to display their specs ( https://www.piriform.com/speccy/download ). But let's assume that the HP's website you shared with us gives us the correct information:

OS: OK - You have Windows 8.1 which is the latest Microsoft Windows available.
Processor: OK - you have a fairly capable CPU. Benchmark comparisons to the minimum and recommended CPU confirm that.

Memory: OK - Game wants 2 GB or more to fit itself, Windows, and other crap into the RAM. You have 12 GBs of RAM. (Comment: An amount you'll probably never be able to fully take advantage of during the life time of the laptop.)
Graphics: Unknown - We can see that your laptop has an integrated GPU and the developers of the game recommend that you'd have at least a decent dedicated GPU for the graphics such as nVidia GeForce GTS 450. But since we know that Intel HD GPUs are fairly capable integrated cards let's take a look will it support DirectX requirement. So we go to Intel's reference page:

Intel says that HD 4600 supports: DirectX 11.2, OpenCL 1.2, and OpenGL 4.3
But there will be certain limitations on how much it can push polygons. So we need to Google if people have been able to play the game with it or card with a similar performance.

Futuremark's statistics tell us that Intel HD 4600 is slightly less capable than NVIDIA GeForce GTX 470 and almost 50% faster than nVidia GeForce GTS 450 in their tests.
So yes, it's possible to play MGR with the HD 4600.
Graphics: OK.
HDD: OK - And you probably have 25 GBs of free disk space for the game.
SPU: OK - All major manufacturers ship their personal computers with DirectX compatible sound cards because of the Microsoft Windows. It's a standard thing and you'll get sound even if it's bad in quality. You most likely have Intel HD Audio compatible sound chip and it was most likely manufactured by Taiwanese company RealTek but HP's specs don't say that.
Summa summarum: You'll be able to play MGR with your laptop. At least with medium graphics settings. (However you might have to upgrade your graphics drivers and other drivers from the Intel website first. You should update your Windows also and check that you have the latest drivers for other devices too.)
