For what it's worth, Raiden is pretty explicitly written as the hugest dweeb in the world who is constantly trying too hard to be cool.

The first part of that guy's statement was actually correct. The dialog was written around the English version. The japanese dub came later. The choice of voice actors in Japanese dub did make monsoon sound more manly. But the Japanese Raiden sounds less crazy and more "unimpressed" in his ripper personality. And his supposedly trademark hysterical laugh doesn't sound hysterical at all, but is more like a general villain's laugh. At some point in this video, I even failed to tell Raiden's voice and monsoon's apart.
Geez, people like to split hairs all the time for the sake of argument it seems.
I never said he was wrong about that specificly. But he made the overall point that there's no Japanese Dub, so I posted the video.
The Japanese VA is just... wayyy too hard-boiled for wiry-little Raiden.
