It worked for me and I hope it works for you.
I tried putting that forcefix file inthe mgsr folder. I ran forcefix and selected 60 fps but now the game won't launch. Even after deleteing forcefix and verifying integrety of my game cache I still can't launch. Did I do something wrong there?
I figured out a much simpler solution though. I just set my windows resolution from 4k down to 1080p. Now game launches fine and when I play windowed mode it runs at 60fps and takes up my whole screen.
Yeah the only way I could play in 60fps was in windowed mode (1080p max). What I did was set my windows resolution to 1080p so that the window now takes up the whole screen when it opens.

Forcing refresh rate via DirectX registry entries:
Open the Registry Editor:
Vista and later: open the Start screen/Start menu, type regedit, press Enter.
Windows XP: press Win+R, type regedit, press Enter.
Go to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\DirectDraw
Create DWORD entry "ForceRefreshRate" and change its DECIMAL value to the refresh rate of your monitor.
64-bit users will need to do this at HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Microsoft\DirectDraw as well.
