Still, he's a tough fight, and I kept screwing up the line of red boxes as well (Im using a controller)
so I actually avoided it entirely by ninja running forward (towards Armstrong) like LDK Eona has said.
Also, what helped me a GREAT deal, is that I bought the white medical suit during the boss fight. Got 10 health packs. So i felt invincible. Im not sure if you have bought the white suit yet, though, I luckily saved it for an occassion like that, as I only had like 2 health packs going into the fight.
If anything, earn some more BP and get some damage and life upgrades, and health packs while youre at it. You'll lose your checkpoint though doing earlier chapter runs. Possibly VR missions for the BP (battle points obv) to get some more upgrades for the fight as well.
Still, tactic and practice is better than upgrades.
Try it a few more times, do some VR missions for parrying and practice parrying and tactics ON Armstrong.
Also, remember, if his eyes and/or body shine red, a PARRYABLE attack is coming. If he shines gold, there is no way to block the attack so ninja run and/or jump to avoid the attack entirely.
I jump to avoid attacks over ninja running more than some people, so you can try that.
Always stay moving and ninja run around him with a lot of light attacks.
When he stops, (or you Zandatsu his back, the japanese symbol that pops up for you to go into blade mode) put on the hurting and do COMBO's.
Also, make sure game is running at 60 fps for that boss fight, otherwise some of those events will break (maybe that is your problem, I can't tell from your post).

This video explains the end boss "issue" for you. Armstrong is really easy boss battle when computer runs the game 60 FPS and you know what to do.
no WONDER I kept skipping the armstrong throw and I felt like I had no time at all.
Im running around 30 fps.
thanks for that. still beat armstrong but i can now see where some quick time events felt a bit off.
However I don't think that the high-end requirements are an issue. MGR:R is very well optimized game and does run 60 FPS even on mid-end Intel Core i5 CPU and Intel HD 4000 integrated GPU. But you need to give up running the game 1080p. And run the game on lower end 16:9 resolution and with low settings. (95% of the game can be played in 720p when using HD 4000)
I can guarantee that because I completed the whole game on such hardware. It's a good port.

Texture filter: antistropic 2*
Blur:Off
Shadow: Medium
Zangeki: Medium
Zantime: Low
I heard somewhere you can chnage the frame rate. How can you actually do it.
