Report a translation problem
The first is to practice the cutting angles in Blade Mode (the angle is aimed with mouse/right stick).
Second is to simply move behind him while his shields are up. He'll put them down immediately.
Sundowner's attacks in his shield phase are all very telegraphed, so blocking them shouldn't be too bad.
For the fight itself, if you don't feel confident with your parrying, you can make-do with baiting him into attacking then running and jumping out of range to hit him while he recovers.
Go for maybe 3 hits, then get away from him. This might even get him to charge at you again, at which point you just parry and cut 2 more of his shields.
1st phase can be done like this, and if need be, you can literally not destroy his shields to prevent his 2nd phase - which has attacks that most certainly require quicker reaction times. Never did it like this though, so I can't say if he stays with the same moveset the entire time should you keep him locked to phase 1.
For the helicopter you can take it down with an RPG or homing missile. I personally just ignored. Either took the hits or used ninja run to deflect them.
Key thing Sundowner teaches you is to take your time with Blade Mode. Most times he puts his shields up, he stays there long enough for you to aim carefully. He can sometimes put the shields back down much sooner, but it's just a matter of patience.
If you're good at parrying, 2nd phase is basically blocking his combo until he does the final hit, which has a lot of startup time and you can easily jump out of it to get your own combo started. His swings with the lamp posts can be blocked like any other attack too, if they're too quick for you to jump over them.
Even then, there's always jumping and doing aerial parry if necessary, assuming you bought it.
You can remove all his shields that way, which for me is the only option as the stick in my PS 5 controller is complete s h i t regarding aiming.
Or do you actually making the motion yourself? ie. moving your analog up then pull down to make the slice?
You have to let the stick go back to neutral relatively fast, otherwise the game won't reg it as an attack. This does mean you can sometimes fall victim to drifting issues if your controller has them and you have to be exact with your precision - such as in Sundowner's case.
You can't be too hasty when it comes to drastically changing the angle, as an accidental return to neutral while you adjust will make you attack. This is also what makes it possible to slice extremely quickly in Blade Mode by doing straight lines back and forth, since with good speed, you'll be crossing the stick's neutral point over and over very fast. Two times per move.
If you want to use it merely to aim, you have to keep the stick held on your desired angle and press either attack button to do an exact slice. This has to be done slower, as if you press the button again too early, their preset directions will take priority - light attack button for unaimed horizontal slices and heavy attack button for vertical ones.
I mean... how do you even press light atk when you thumb is on the right stick? What? You do a claw?
