What kind of "problems" are you talking about that required you to download those dll-files? Perhaps those are the culprit.
I'd start over with a clean install and try again. I didn't use any compatibility settings btw, i just launched the game and it booted straight up. Can't say about Windows 11 as i don't use it.
There are two reasons for this. It's a piece of cake to put malware inside dll files and if you put dll files in the wrong folder (even legit ones) you maybe damage your Windows installation. All dll files you need are supposed to be bundled with installation routines, except you download some game mods.
This game definetly works on Windows 10/11 but there are some stumbling blocks.
1 The game requires DirectX9 which is not installed by default on Win10/11
2 Intel dropped DX9 support on their Iris Xe GPUs. Usually this is not a big problem because there is a built in wrapper dll which should route the DX9 calls to DX12(costs performance) but the games DX9 implementation is kind of ♥♥♥♥♥♥ and so that makes problems for a lot of people
3 Some people need to disconnect game pads, joysticks etc to successfully start the game (again ♥♥♥♥♥♥ implementation)
As I tried to launch the game from the file, it presented an error message "game couldn't be launched because *insert dll-file* cannot be found."
After watching a guide for what to do (triple-checked each step just to make sure I made it correctly), loading the files and then trying again, it gave a message "The application was unable to start correctly (0xc000007b)."
Try turning on DirectPlay like i said.
You also need to install older versions of DirectX. This one should do it:

There's also all-in-one installers that just install ALL versions of DirectX as well as all the runtimes just in case a game needs some specific one. I don't have a link at the moment but they are out there on google.
