Dunno the right times to use the pincer blades though, sorry.
Upon starting the fight, charge for Whirlwind and wait for his choice of movement. He will either attack or run around you. He's pretty much always more likely to attack, so I normally just released the button before the charge could happen, doing Dust Devil then a parry.
If he does choose to just run around, do the fully charged Whirlwind. Then create distance again, at which point feel free to use either of the two moves based on how confident you're feeling about the situation.
When you get him to 70% health (which is where he gets slightly dizzy and switches to throwing vehicles for the first time), immediately go for Turbulence before he recovers and jumps away, releasing the button as soon as it's charged. I preferred to do light sword attacks afterwards, as you don't have enough time to hit another Bloodlust attack.
Upon chopping his head off, I ran into it with the sliding attack, then did Dust Devil, charging for Turbulence to release the moment he "regroups" in the air and is about to land right next to me. Turbulence won't just stun him, it'll knock him away too - at this point you do any move of your choice. I liked just running up to do either another Dust Devil or Whirlwind.
I remember hitting him with Heat Burst multiple times for massive damage, though those moments were a product of the way I managed the timing of the fight (liked to test my luck every now and then) rather than part of the strategy so to speak. Best chance to hit him with it is when you get him to around 70% with Turbulence - he's programmed to get stunned upon getting damaged down to that amount. Like this, he takes long enough to recover that you can charge and land all the hits of Heat Burst.
When it comes to the vehicles, do them only if you need EMP grenades. Otherwise, slice the first times, until he throws up to 3 vehicles at you. When he gets to 4 vehicles and upwards, just run from corner to corner dodging them, using the slide attack for extra speed if need be. You might be wanting to slice the vehicles anyway to farm a good longest combo bonus, since if you're using Bloodlust you'll likely not be dealing a fair number of hits in general, but I wouldn't recommend it.
For when he's at 40% or lower, I simply don't attack him until I land an EMP, at which point it's simply repeating what I mentioned before. It's helpful because he's always knocked away.
You can't make him skip the sections where he throws the vehicles at you because those are based on health, which means that if need be, the game dramatically lowers your damage at the same time it makes him re-activate magnetic mode automatically.
You can, however, sometimes make him skip the transition to what I call his 3rd phase - when he's at 40% or lower. If you damage him hard enough, he can skip the giant wheel attack, and straight-up begin doing phase 3 attacks at you. It caught me off guard ruining multiple of my no-hit attempts. It was terrible.
That's why I never like staying too close to him.

And Sundowner is definitely the quickest to no-damage out of those two. You can take out the helicopter with a homing missile while Sundowner has his shields up, and then get him to 2nd phase without taking damage. 2nd phase on itself is a piece of cake, especially if you pause and restart from it. In the brief amount of time that Sundowner takes to begin moving, you can absolutely obliterate his health. He's rather weak.
For Blade Wolf DLC:
Khamsin is also easy to no-hit, given that most of his attacks can be dodged by staying in the air (something that Blade Wolf's attacks make him quite good at), and you can deal a lot of damage each time you stab him with the chainsaw by sneaking up on him.
Excelsus does require a fair bit of effort before you cut off the first leg, but once the 2nd half of the fight starts (where Excelsus falls down onto the field), you can totally destroy its health with maxed out Bloodlust.
Time it well enough and you can land literally all 3 of the charged attacks before it gets up again. And afterwards, you use Whirlwind and Turbulence on the leg that's to your right - they reach. Doing those two things gets it down to 10% health even on Very Hard. At that point you just have to dodge the plasma cannons and wait for the chance to trigger the scripted event.
