The direction that you need to press is not related to Raiden, but to the camera.

The parry "window" is VERY generous. Generally, when you see the red glowing effect on enemies, you can already input your parry even if the attack will land 1-1.5 seconds later. Raiden will keep his parry pose and wait for the attack.
And a tip for boss fight parries: when you parry a combo, you have to parry each individual strike of the combo. When parrying combos, (after the first strike) input the parry pretty much as soon as the attack lands on you and the game "freezes" for a moment and repeat until combo has ended.

1. You move the stick in the direction of the attacking enemy, not the direction the attack comes from. It doesn't matter if the enemy is doing a side sweep or an overhead chop, you parry the same way.
2. The direction is camera dependent. If Raiden is facing left on the screen and the attacking enemy is behind him, you parry to the right.
3. You need to parry standing still. You have to start with the stick in the middle then press X and move the stick AT THE SAME TIME. It won't work if you just press X while already pushing the stick to move.
4. It doesn't work unless there is an attacking enemy so you can't practice outside of combat.
