why the ♥♥♥♥ is parrying so hard
its so inconsistent what the ♥♥♥♥

The camera affects the parry in a weird way.
The direction that you need to press is not related to Raiden, but to the camera.
So, if the damage is coming from the right of the camera (even if from Raiden's point of view comes from his front) you have to press right, not up.

Ofcourse, it also needs some practice like that peon of Guts stated.

that explains it i always aim raiden at it not the camera the way the camera works in this game is a bit weird

The camera bit was already said, but I'll add another trick that helped me parry most attacks from normal enemies

The parry "window" is VERY generous. Generally, when you see the red glowing effect on enemies, you can already input your parry even if the attack will land 1-1.5 seconds later. Raiden will keep his parry pose and wait for the attack.

And a tip for boss fight parries: when you parry a combo, you have to parry each individual strike of the combo. When parrying combos, (after the first strike) input the parry pretty much as soon as the attack lands on you and the game "freezes" for a moment and repeat until combo has ended.

You can pretty much spam the parry input (direction + light attack) and it works really well. Once you get consistant, you can wait a bit, making the parry just while they are striking, so you make a strong counter attack afterwards. I am at my first playthrough on normal mode and beat mistral and bladewolf first try without much of a sweat with this technique, even though I am not very experienced with this kind of game (Only played Nier automata a few years prior). Multiple enemies at once wreck me though, because of the janky camera. I inverted both camera axis to make it a bit easier for my brain.
Looking forward to fighting Monsoon! Spaming the parry input worked pretty well against blade wolfs multi attacks

Because the game lies about how to do it lol.
1. You move the stick in the direction of the attacking enemy, not the direction the attack comes from. It doesn't matter if the enemy is doing a side sweep or an overhead chop, you parry the same way.
2. The direction is camera dependent. If Raiden is facing left on the screen and the attacking enemy is behind him, you parry to the right.
3. You need to parry standing still. You have to start with the stick in the middle then press X and move the stick AT THE SAME TIME. It won't work if you just press X while already pushing the stick to move.
4. It doesn't work unless there is an attacking enemy so you can't practice outside of combat.

also, for parrying multiple attacks in quick succession, you need to move the stick for every attack, you can't just hold it in the direction the attacks are coming from
