Can't use codec???
I've tried mouse and keyboard and a gamepad and no matter what i cant access the codec

You aren't giving much information to help you with.

On Mouse and Keyboard, you can open the Codec Calls with "3" on the top number row.
You can't make codec calls during the Prologue Mission, R-00.
You can't make codec calls while someone is already talking.

If none of those help, you should recheck your keybindings.
