Wigs not unlocking
I have 26 arms and no wig section, why is this happening?

Did you finish the game? They unlock on completion. (and you can't be on easy)

Finish the game as in kill armstrong or play through it from R-00

I believe you have to finish a full game from R-00, no matter how you collected the hands.

I got my wigs by doing repeated full playthroughs and just picking up hands as I went, so I'm not 100% sure, but that seems to be the way to guarantee it.

Looking it up, it looks like you need to finish on normal for wig a A+B, and on hard (with 30 hands) to get the blade-mode wig.

I just got the BM Wig after getting lefty n° 4 and finishing coup d'etat.
