Unlocking the FPS
I managed to unlock the FPS cap. Find the naruto folder in steam, you should see SN3FB( configuration settings). I added this right below vsync=0, " frame limit=60" with out the ".
Restarted the game and it is running smoothly now. Although it did erase my previous save. Hope it works for ya'll as well and help those who suffer from poor fps.

this is true.
it is a programming style. Animations are progressed from each frame draw call. this is common with programmers who code for a console. The team who ported it to the PC obviosly didn't have enough time and money to change the graphics engin

It depends on which game you're referring to, it might not be the same rule applied to Storm 3 as a similar game had FPS locked at 30 and people that found more than ways to unlock the FPS didn't screw the game up, there are various examples that were originally console games: Star Wars The Force Unleashed (1 and 2) , Dark Souls, and the least example to choose since the animations are tied to FPS is Dead Space 3. I'd actually reinforce my statement on Star Wars The Force Unleashed in which the animations SEEMED to be tied to the FPS, many people have thought that way until someone unlocked the FPS on it and ran the game at 60 FPS by modifying the EXE of the game. For Storm 3, there is a huge chance that everything is tied to the FPS, but on the other hand, it doesn't hurt to try and if it works flawlessly, it's just another proof of the developer's laziness or lack of time.

look, in all honesty I'm not complaining. The game engin was designed to look good at 30 fps. Yes some games can have frame rate unlocked but when it is designed for it then there isn't much you can complain about.
Its almost like going back to the Crysis argument. Game X has more polygons than Game Y. The very agrument itself is flawed. It doesn't make it a good game.
Naruto looks fine at 30 frames. There is no real need for a higher frame rate in a cell shaded game

I think you are confusing what a game looks like with how it smooth it actually plays. In some instances the game can be unplayable , this is the whole FPS issue

Guys. It's possible to remove the cap but it's not advised. Why? Because the game is hard-coded to run AT 30fps. Changing that WILL increase the speed of the game no matter what you do. It's not worth it. The game runs at 30fps and it's honestly not a bad 30fps game.

Deal with it and hope for a 60fps sequel.

It's the mark of a console game to to have the game's animation speed run at the framerate you get, you get the same thing in emulation as well, if you watch someone emulate a game, it might run in slow motion if the hardware isn't enough to compensate for the lack of optimization. In most cases when a game is ported to PC, it's changed so it won't work like that, because PCs and Consoles work wildly different in how they run/render games. In short, this is more an issue of CC2 porting a game to PC without taking necessary steps to have it work properly on PC, their stance seems to be "It runs, let's release it" Which means you have all sorts of issues, Keyboard users stuck with Xbox buttons, framerate issues, unreasonable hardware requirements for the quality of the game, and so on.
