Pretty sure you messed up somewhere when figuring out your specs.
We're missing quite a few important informations to tell, and of course no one knows for sure since the game isn't out yet.
Anyway, here are the System requirements as stated on the Store Page:
OS: Windows XP, Vista, Seven, 8
Processor: 2Ghz Dual Core or AMD equivalent
Memory: 2 GB RAM
Graphics: 512MB video cards Pixel Shader 4.0 (Geforce 8xxx-ATI HD2xxx)
DirectX: Version 9.0c
Hard Drive: 8 GB available space
Sound Card: DirectX sound device
Recommended:
OS: Win XP, Vista, Seven, 8
Processor: 2.3Ghz Quad Core or AMD equivalent
Memory: 8 GB RAM
Graphics: 1024VRam DirectX10 GPU Pixel Shader 4.0

Basically what SentoX said: Go to your system settings and tell us the specs you see from there.
you have various ways to get there:
- Press windows key and the pause/break key at the same time
- Control Panel -> System and Security -> System
- Start button -> Computer -> click on "system properties" next to "organize"
Edit:
Since you have a intel Hd Family Graphics, I am guessing the 32mb of ram is what the gpu has deticated to it, you'll need to have at least 512mb of ram deticated to your gpu as well as another 2GB. However aside from that, your cpu seems fine.

Oh I also forgot to say that integrated gpus like what you have, sad to say, often have issues in general playing games or other 3d-related programs. That said I see you played Chivalry; how well did you play that? I say that because the minimum requirements for it are similar to that of Storm 3 (actually the cpu requirements are more).
I turned my quality down, the cutsceneswill lag a bit with the words. But the fights seem to run fine now. If you want perfect gameplay, you would need a system, because people with great computers still complain it won't run right.
