Here are the steam instructions:
To install on steam you must follow the steps
open steam/apps/common/naruto shippuden storm3 folder and look for the NS3FB_launcher folder.
once you find it rename that NS3FB_launcher to NS3FB_launcher original
download texmod and place it inside the same folder that contains the launcher you renamed.
now you must rename your texmod to NS3FB_launcher. This is your new game launcher and what it does is allow you run texmod and steam at the same time. Only use this to launch your texmod and game.
TO ADD MODS
click on the new launcher you renamed then click package mode and then click on the small folder on top of the red X
search for the mods you extracted and select what you want to use and then underpackage name double click the mods you selected then press run and enjoy your custom mods.
