Report a translation problem
Go to steam library->Naruto SUNS3-> properties->Local files-> check integrity of the cache
If that doesn t work, you should try to reinstall the whole game and see if this time the game launch without any issues.

The launcher issue is a pretty commom problem among steam games, so first you should try to fix it only if anything works then the refund is your best option.
But you always have to give it a try and don t give up the at the first stone in your way.
BTW i found some new info about the launcher problem, so if nothing works let me know, i ll give you some steps to make it work.
Sorry for troubling you .
I found out that the "performing first time setup" is trying to perform a script to install some programs needed for the game to work, but for some reason it is not working.
So you gonnna have to install them (re-install if you already have them) manually, so let s begin:
1- go to this folder :
c:\Program files\steam\steamapps\common\naruto suns3FB\_Commonredist
(i m assuming that you have installed your game in drive c:)
inside this folder you gonna find 3 folders : Directx, DotNet, vcredist
Inside each of this folders there are sub-folders and different files, well you need to run the .exe ones and install or reinstall them :
Folder : DirectX
-Exe : DXSetup.exe
Folder : DotNet
-Exe : dotNetFx40_Full_x86_x64.exe
Folder : vcredist
-Exe : vcredist_x64.exe and vcredist_x86.exe
(if your OS is 64 bits then use the first file or if your OS is 32 bits then use the second one)
After you installed or reinstalled these applications (btw it will take some time), try to run the game again and it should work.
There is another way to make it work but first let s try this solution cuz it s more complete and permanent than the other one.

PD: Just in case create a system restore point before installing anything, so you can undo anything in your OS if it s needed.

Maybe the installer exe file is corrupt in some way, so let s try to get a fresh copy from microsoft itself, download the same installer here :

After you download it, try to install it.If you get the same error message then we have 2 ways proceed.
1- You can install Framenetwork 4 following this steps :

2- If you already have Framenetwork 4 installed in your PC and it is working fine for your other programs then we can disable the script of the game that is trying to install it.
If you don t know if you have .net framework 4 installed in your PC, then download this free application :

It will tell you which versions of .net Framework are installed in your PC and give you links from microsoft to download the versions that aren t.
Now only when you are sure that you have net framework 4 installed in your PC and working fine then you can disable the script of the game that is trying to reinstall it following these steps :
1- Go to :
c:\program files\steam\steamapps\common\naruto suns3fb\_Commonredist\DotNet\4.0
2- Inside this folder there is a file called installscript.vdf, copy this file to the DotNet folder then rename this new file to installscript-bak.vdf.
3- Now open the installscript.vdf (the one inside the 4.0 folder) with the notepad program and delete everything inside it after you do this save it.
4- Now right click over this file (installscript.vdf) and go to properties and in attributes set it as read-only then apply and accept.
5- Move the file installscript-bak.vdf from the folder DotNet to the folder 4.0
After all these "easy" steps try to run the game, this time should work hopefully.
