By other person.
So it seems like Nvidia has preset profiles for almost all games. For Ultimate Ninja Storm 3, it caused an issue as it is forced to use the integrated graphics processor and not your GPU. Here's how I fixed it:
1. Download Nvidia inspector from here[www.guru3d.com]You may chose to extract it but you don't have to.
2. Now open the profile inspector from what you just downloaded.
3. In the inspector, go to the "Profiles" drop down, find Naruto...Storm 3 and select it.
4. There will be multiple buttons you can press but click on the "X" or "Delete current profile". What this does is delete the preset profile for Storm 3.
5. Last steps, open up the Nvidia control panel. Go to Manage 3D settings > Program Settings > Add. Add the NS3FB.exe from the usual steamapps\common\NARUTO SHIPPUDEN Ultimate Ninja STORM 3...
6. NOW IT'S NOT GREYED OUT ANYMORE!! Whoohoo. Select the preferred graphics processor (Nvidia processor or whatever).
Voila and you should be done. I'm not a computer guy so don't ask me comlicated questions lol. Hope this helped someone.

5.Browse game exe and click on the game icon, select high performance from the options menu. DONE..
