Hardest to master: Temari, Tenten, Deidara, or Choji without doing Awakenings or Ranged Combos.
The first one, The one without instant awakening, he only has 1 combo.
I think the Butterfly one has a full moveset.
Ugh, hate using him.
His air combo is good, he has a easy infinite up combo (and links into Ougi easily), fast dasher, and his jutsu can make people sub twice and can use it immediately when getting up to fool out opponents.
He's pretty good but it's all preferences I guess.
and she has good ninja tools to throw if you can do it during your attack combination for easy DEF DOWN tag hit

Suigetsus awakening is a different story lol
Zabuza guardbreaks easily and has some stun in his combos ( like when your standing perfectly still but can't do anything but he can't use them to link combos so it's gud)
And Tobi isn't really that slow, just his tilt and when he stops comboing
Same thing with Jiraiya, his moves are slow but they aren't really underpowered, you just can't link them to a ougi since he has such low stagger.
I feel urged to go into detail about how these characters are imo, don't mind me.
Her long-distance combo doesn't connect properly after "neutral" part, her meele combo has a very slow startup and is weak, after performing chakra dash from air at the opponent on the ground, her meele combo doesn't connect fast enough, so basically aftter dashing your opponent is one to hit you, not the other way around. Also, she doesn't respond quickly enough with chakra dash while performing air meele combo, so she is bound to loose in air combat.
Tilt is hard to use, and only in certain situations you would like to use it. It cannot be used as a counter when you're blocking, because it's slower than chakra shuriken, which works much better. You can use tilt while immediately after doing chakra dash from air to the ground, because it's more effective than trying to combo - the tilt's startup is better. You can also use it in a combo cancel to tilt. Or when opponent is out of chakra and is free falling directly above you.
Her jutsu has a very slow startup. While it does pretty standard damage while hitting directly, when it doesn't hir directly it can deal miserable ammount of damage, close to zero.
Her ultimate jutsu has also a slow startup and inferior range. You wouldn't have much occasions to use it.
She doesn't have instant awakening, so the only way she can cancel her ranged combo is via relay + block immediately after. You cannot continue with the combo, since the opponent is going to react, but at least you'll be at the defensive.
Her awakening action can also cancel combo (in which is useful) and ranged combo (the only way to cancel ranged combo in awakening). It also can protect her against ranged jutsu and chakra dashes, but the right timing is required.
She cannot succesfuly perform combo cancel into ultimate on her own, she requires attack type support, which in combination with her combo problems I mentioned above is hardly usefull type of support to her. She needs a guard and/or balance types.
And finally, while it's not a gameplay problem, she has only 1 secret factor "Out of my way, flunky!" which gets annoying pretty quickly.
Yep, they screwed over Temari big time in this game.

I've never once fought against Jiraiya online. In fact, I get an impression that I'm the only one to use him.
The "bad" people are harder to master.
People have different opinions on the matter though who is bad and how they are.
