[SPOILERS] Penthouse Mission Help?

So I'm at the part in the penthouse where you're trying to rescue Coyote with Paco. For some reason, however I can't get past the damn Hellhounds I've tried like 10 times now and all of my tactics have failed. I've tried shooting through the cage, opening it, opening it and running to the other door to open that only to find Alex, and then opening and running away. I was playing on Hard fine and then I lowered it to Normal, still those things are really f****** hard for some reason. I don't have the "zebra meat" I keep reading about, nor do I know where to get it. I came up through the elevator route. If anyone can offer any tips or advice I would greatly appreciate it. Is there something I'm doing wrong? Should I be apporaching it differently? Should I reload and buy the Zebra Meat? Any help would be greatly appreciated.

I did it without the zebra meat (actually I had it and never needed it). Have you used all your available skill points to upgrade your character?

If so, are you upgrading "right"? (i.e. don't try to be a master of all trades - stick to a few specific skills/abilities)

Did you check with the vendors before leaving the base to buy the latest armor/weapons?

Yes, thank you I just realized I had 11 karma points. This has to be holding me back, plus I haven't visited a vendor since the barrens.

Yah later in the game 11 karma points is an upgrade or two, but this early in the game you're talking a half-dozen upgrades/new abilities. Plus you probably have a few thousand credits to spend on new gear, and vendors get better stuff every couple of missions.
