What happens if you keep the Personafix Chip at Mercy Mental Hospital?

I've looked all over google, all I can find is that you can choose to keep it for yourself. What happens if you choose to keep it? When I gave it to the guy he seemed horrified and made it seem like I was evil for freeing his mind. So is there another use for it besides him?
