On Windows 10 you can figure out what is missing by checking your event log.
For example, in my machine the gray box contained:

That is exactly the file that was missing on my system. Hence, the error should be solved by installing the redist-package from Microsoft linked in the first post. Reminder:
If that does not do the trick, you could also try to install the following update. However, I did not have to do that. So I would be surprised if you need it.
This is a 32 bit game. Hence, regardless whether you own a 32 or 64 bit OS, you need to choose the 32 bit version when installing the above packages.

You may want to reboot after installing these packages. If it still does not work, you could try to trigger a "Windows Update".
