I can play Witcher 3 smooth on my PC (i already finished btw), and it asks for 6GB.
No real game made today is playable with 4GB RAM, maybe back in the days of XP where RAM usage was around 800MB, but todays Windows requires a little more than 1.5~2GB to run efficiently
This being an Open world game, you're going to encounter more issues than it's worth imo
No freezing or stutters
Just finish all background process and useless services.
Yeah most people don't do that though to optimize the memory use so they got to give a safer number on the tin.
