Its playable with 4GB RAM?
My specs:
FX 6300 @4.1
R7 260x 2GB @1200/1750
4GB DDR3 1333
W10 Enterprise x64

I can play Witcher 3 smooth on my PC (i already finished btw), and it asks for 6GB.
YES. I have 4GB RAM and R7 260X just like yours, the only different is my CPU which is a Pentium G3420. Currently playing the game at high setting, resolution 900p, 50-60fps.

The game reserves 3GB and uses 1.5GB only in the main menu (i m runnning it right now) . Unless running windows XP 64bits you will have a hard time to run it with only 4 GB on modern OS.

No real game made today is playable with 4GB RAM, maybe back in the days of XP where RAM usage was around 800MB, but todays Windows requires a little more than 1.5~2GB to run efficiently
This being an Open world game, you're going to encounter more issues than it's worth imo

Its really playable dude, i play on High Settings 1080p 40-45fps
No freezing or stutters
Just finish all background process and useless services.

I can play Watch_Dogs with 4GB RAM but it asks for 6GB so why not this game

You probably can but not on high settings. You may have to tinker with shadows, texture and anti aliasing to get a good mix. But likely certain areas will still be some chokepoints which might make the game stutter during large fights/explosions etc.

Yeah most people don't do that though to optimize the memory use so they got to give a safer number on the tin.
