Sometimes I just stop and look around if there is actually a MIGHTY DUSTER nearby but there is never one. Guessing Chum just getting lonely back there.

What if, Chum is always aroused by the M.O. so after a while the only thing he can "shoot" is A MIGHTY DUSTER!
Have you checked the back of the car for white "sand"?

He does that with convoys that are half the map area away....figure there IS a duster nearby, but were far from it. Top this peoples, 2 buzzards, 3 roadkill dudes and 2 warboys, all on foot come to party with me and along comes a duster and takes them out for me.

The mighty dusters are dust clouds thrown up by the convoys.... you linked a sandstorm, those are also in the game but different

I reckon mighty dusters are the little tornadoes you encounter every know and then. Kind of hard to see if you ask me, I generally notice them when I get slammed around like a UT2003 ragdoll.
They are strong enough to lift your car a bit too.
