When you tried both, did you manually delete the game's folder after uninstalling it? To remove all content.
Also you deleted the steam cache folder?
Try this, right click on the game in the library, click properties, find "browse local game content" and right click on the game's .exe file and go to properties, find the compatibility tab to run as an admin, and set it to run with win 7 and tinker with it a little, just don't forget what you set.
Find the steam's .exe file and do the same thing with running as an admin.
Have you checked your add/remove program located in the control panel, to find out if you have duplicates or old files that need uninstalled and then an update? Physx might need to be removed and reinstalled from nvidia.com if you own a nvidia geforce graphics card. Also a radeon video card will need updates, and use the nvidia control panel or radeon's known as the catalyst control panel, to set it to "let the 3d application decide", and sli multiple video cards or anti aliasing could play a part in screen issues, even with resolution, setting it to let the 3d application decide can help fix those issues and make sure the global settings are reset to defaults in the nvidia control panel of the game's profile, you can also try downloading the geforce experience program from nvidia.com as well, which you can tweak your games manually before you go in them, check my guide for alot of help, read through it and try everything, the guide isn't on this game's forum, find my comment above.
There could have been a number of issues for this, you could have set something and forgot in windows, or even in the nvidia control panel/ catalyst control panel, you might have even had a virus or spyware/maleware/rootkit issue causing things to go odd, or a bad motherboard driver or other drivers, there can be alot of reasons, maybe the entire steam folder had some issue that needed removed, who knows, but I do know this, it was obviously something you had set, not removed, not updated, or was a broken driver.. on your pc, because if you wiped it and it works, then you know. You might have even got a virus or something recently before it stopped working, from a website or downloaded program, sometimes the best method is to remember exactly what it was we do right before the issue, or have done days before.
Even if you got it fixed, I still recommend using the guide, it can fix many game and pc issues, but it can also make things look and perform better, I highly recommend going through it. =)
You can even favorite it to come back to it later.
Also you can easily list your hardware by going to the top of steam and clicking on help, and then system information, no need to copy the programs listed at the bottom of it, a very handy little thing to have.
