I believe you would just need to duplicate the race file for the character's race (e.g., Shek) and then edit the max limb health values (e.g., navigate to Races and open the Shek file, duplicate it, and then edit the duplicate). The values for max limb health are found under "combat anatomy"; note that limb hit chances are also listed there, so make sure you edit the correct value. I think everything else could be left alone without issue, but you could obviously change other values as well, such as stat bonuses.
You could then start a new game as a character of that custom race and, assuming you want to use this custom race for a character in an existing save, transfer that new character with the custom race to the existing save file. Then you would need to either edit the new character's stats to match the character they're meant to replace (and then dismiss the original one in-game) or change the original character's race to the custom one so that you don't have to edit stats or appearance (and then dismiss the transferred character in-game).
(Disclaimer: I have a fair amount of experience using the FCS, but I've never actually done most of this myself, so I apologize if I've overlooked anything. As far as I understand, it should work.)

This could presumably be done as a separate mod with both the race mod and faces mod as dependencies (i.e., it would be a compatibility patch for the two mods), or it could just be incorporated into the race mod with the faces mod as a dependency. I believe the only practical difference would be that the latter method would make the race mod require the faces mod.
