Modding Training Rate
According to mods on the workshop, it is possible to mod this to be faster. Can a fancy person point me in the direction so I can make it slower?

When you open the FCS there is a "Global Game Settings" button along the top, one of the entries in there is called "exp gain multiplier". Change that to affect the rate of all skills training.

Would that also change the rate at which XP is gained when beating people up?

Ohhh, I thought that's what you were after. You mean for training dummies. :P

For them you'd need to go to the functionality for the dummy, easily accessible from the corresponding building. Far as I know it would be the "production mult" value in there.
