Owning houses in npc towns doesn't trigger events like player's bases do. Guards protect you from bandits and wild animals that spawn and roam nearby their towns. They're easy for guards to handle.
But if stats of your characters range from 30 to 40 build outpost east of Heft next to their gate, after stealth knock out and kidnap Phoenix to point where wrath of god would be forced to travel thru Heft fighting with emperor's elite guards, police, and other factions as you could win easy. Or build outpost north of Blister's Hill and block flank access for Eyegore assault to travel thru after kidnapping Tengu. Admag only has 1 gate, no pathway can travel thru there, even some guards may be drawn out but not every guards unless you somehow lure rest of hostiles into Admag. Or build outpost south of southern hive's throne while ally with them using hive expanded mod. It may be fun to watch but it's not as challenging gameplay.
When I had houses in Hub, haven't built outpost yet, there weren't any raid events to be triggered no matter what I do to any leaders.

I can build simple things like shacks, wells, and farms within a town zone.
