Build anywhere. Remove no-build zone
Kenshi 2 should remove no build zone. Let people build inside or outside of city with a huge catch: tax collection and auto faction flag for produced items within town radius, that cause them to sell at a far lower than normal price just like the faction uniform tag.

The main reason you didn't let player build near a town is because it will be too easy for them to get money from selling the weapons and armors they made so quickly near AI traders. By flagging all player made benches , this problem is solved. Building near a town will then become something a team that focus on training skills would do, and maybe to wait for some important scripted events to happen according to season (another potentially good mechanism).

I wish they'd tax bought buildings too. It make no sense that they'll tax you out in the far edges of their lands, but not when hiding behind their walls and soldiers.

Building too close to a town would be abusive by using their npc guards as frontline being in the way of your town pathways against incoming raid events.
Buying house inside a town has this same benefit too so I don't see why we cannot use gate guards to our advantage.

Owning houses in npc towns doesn't trigger events like player's bases do. Guards protect you from bandits and wild animals that spawn and roam nearby their towns. They're easy for guards to handle.

But if stats of your characters range from 30 to 40 build outpost east of Heft next to their gate, after stealth knock out and kidnap Phoenix to point where wrath of god would be forced to travel thru Heft fighting with emperor's elite guards, police, and other factions as you could win easy. Or build outpost north of Blister's Hill and block flank access for Eyegore assault to travel thru after kidnapping Tengu. Admag only has 1 gate, no pathway can travel thru there, even some guards may be drawn out but not every guards unless you somehow lure rest of hostiles into Admag. Or build outpost south of southern hive's throne while ally with them using hive expanded mod. It may be fun to watch but it's not as challenging gameplay.

When I had houses in Hub, haven't built outpost yet, there weren't any raid events to be triggered no matter what I do to any leaders.

From my point of view, the no-build zone should be shown as an overlay on the map with the option to define its perimeter as a set of coordinates. The town's radius can define for the inner set of minimum coordinates, with the outer set then custom fit to the desired no-build areas. That could allow towns to have specific areas near to their inner radius have sections carved out to allow for player construction, while still maintaining the radius everywhere else its expected and intended.

This matches the zoning laws of some real world places. Eg. You can build residential house in this zone, and armor benches in the next zone etc
There's a mod for this.

I can build simple things like shacks, wells, and farms within a town zone.

You can use shift+F12 to add buildings to town, no need mod
