okran's fist and watchtower are invincible

Like the title says, I've painstakingly killed every single holy nation scumbag in okran's fist and the nearby watchtower but when I leave and comeback, the watchtower is empty but still HN, and the fist regenerates it's gate squads. Shouldn't uc be able to take these or they can just be destroyed? There is also a holy farm ruins nearby that is controlled by hn and they spawn raids there to attack my base. It makes no sense and it's frustrating because I've killed everyone there but they can still just spawn at it and attack me instantly.

The only way to actually stop HN raids is to kill off all the HN leaders. Even in the case of a location switching factions, they'll just come from a different one instead.

Hmm ok, does that include the minor leaders like the inquisitors from the military bases and whatnot?

Depends on if you're in vanilla or not. In vanilla it only counts the Phoenix and the two High Inquisitors.

If you've got any mods it may require more. For example in my Reactive World mod there is a leader in every town and military outpost that has to be taken out as well.
