Best to avoid using uniforms unless you're trying to disguise.
Just stick it on a recruitable NPC, and then recruit them. When they turn over to your faction, any uniform tags will be cleared form their gear.
Depending on skills it may be dfficult to get a recruitable NPC KO'd without turning them hostile, but it can be done through stealth KOs or simply catching them in a fight with someone else.
It would make sense if the Deadcat were hostile with the FN, but someone attacking you for wearing the uniform of a faction you belong to while they aren't hostile with you or the faction you're dressed as doesn't make any sense and should be fixed
Personally I agree it should be changed. Perhaps have a little check in the system that checks disguises for if you're an ally of the uniform's faction. Much like how they ignore it if you are allied to them directly.
