zipping up and uploading the affected save should help the Devs track down the issue hopefully.
If you go to the game editor by pressing Shift + F12 you will see a statue and around that is a circle that is your town radius. Building outside of that circle can lead to the problem you are having particularly if you are close to other settlements. (WHEN EXITING THE EDITOR CLICK EXIT - DON'T CLICK SAVE)
Your town radius will grow with the more things you build, particularly large buildings. You can also move the statue that represents your town center by clicking Town Placement, then selecting your settlement from the list at the left.
One key to notice that you may be building outside your town radius is that you may have to force your engineers to build it, they may not do it on their own.
Once you have built outside of your radius you probably can't remove things that you don't own, but in the editor you can select them and press the Delete key to get rid of them.
If you really want to build where it is currently outside of your town radius you will need to increase your town radius by building more things or move your town marker either in the editor or by simply building more things in that direction.
