The current drivers for my card are a couple of weeks old so I'm not feeling to good about it getting fixed officially any time soon.
try downloading older drivers.
but you should still put in a support ticket with the people who make the drivers for your card.
or better yet, they most likely have a forum. check that out.
Assuming it's nothing related to missing direct x components or something else in the sticky. here's a few things for you to try:
Unfortunately it's been a bit of a messy card launch of team red this time around, I imagine they're working hard on fixing it but right now there's been quite a lot of issues reported with these cards.

Did that, (using DDU) also tried rolling back my drivers but older drivers WILL NOT install. In normal windows it hangs on detecting hardware, reboot into safe mode and get an error 99 (or 099 I think) the message is about invalid certificate, fix is to reboot and disable the certificate check, so I do so, but now it's no longer in safe mode and hangs on detecting hardware, reboot again into safe mode and get the error 99 again. Latest drivers install instantly and cleanly.
Motherboard bios is currently the latest, It's a Tomahawk B450 so I had to update it before I could install the new chip. No idea what a PCIE extender is, some sort of adapter? I'll google it, but I don't believe I'm using that.
Switch PCI settings in BIOS, I'll take a look at that.
As far as I know the monitoring software that comes packaged with the drivers is disabled. I did have it turned on yesterday but it shut down when I tried to get Kenshi to load after doing a clean reinstall of the current 19.7.5 drivers. (as of right now, I just checked to see which driver was current and the thing is showing a new optional driver set is available. I'll download it shortly and check it out.)
Disable anti-lag/enhanced sync, I've tinkered with all the various "syncs", I really need to read more about them. Just generic v-sync seems to make no difference.
FPS, definitely done this, I'm capped it 30 as well as just opening it up just for ♥♥♥♥♥ and giggles.
Disable Freesync, I believe I've done this. I've unchecked the box, but when you say "entirely" that leads me to believe there might be something I'm missing.
My monitor is 5 years old, I don't believe it supports g-sync, but I really have no idea. I just know that Kenshi plays on the old pc with mods to reduce clutter/foliage/rocks
I am an AMD fan, don't know why, I guess I just like the underdog and every PC I've owned for a couple of decades has been AMD based, except for the videocards because everyone has always told me Radeon is a pita,,,,, guess they were right.
I am trying to be understanding that this is all new hardware, even my cpu is new hardware, Ryzen 5 3600.

To be fair in the past Polaris refresh and Vega stuff released pretty smoothly, there's a lot of speculation they wanted Navi and the latest Ryzen's out on the time frame they committed to but both launches have been quite messy this time around which is a shame.
AMD reps have been quite active on the /r/AMD subreddit so if you're getting issues across the board I'd say it's worth checking back there regularly right now. It's just a pain to buy a new shiny piece of hardware and experience this stuff.

Driver update did nothing to help Kenshi and now I'm having issues with Rimworld which isn't graphically intense. Haven't tried any other games. Working and sleeping take priority.
I had tried different resolutions on the previous drivers but with the new one and this, maybe AMD will get this sorted out after all.
Good suggestion, maybe I'll break out my old CRT,,, ehh no it doesn't have the right connection,,
