It needs to have neutral colors to work. If it is already colored You can use a vendor, sell it, and buy it back, to get rid of the color - or craft a new piece.
And "armored rags" have a special tag behind them. (colored) or something. A few pieces have 2 variants. One which can be colored, and one not. Like the mercenary plate can always be colored, but armored rags and skirts not - You need the correct variant.
Important to add that you need to close the trading window after selling an item in order for the colour to actually be removed. If you simply buy it back immediately, it'll retain its hue.

They do actually still work after a reload, but only if the colour was assigned to the character and not their faction.
Agnu for instance is assigned the colour from their character entry, and should continue to dye clothes even after being hired and reloading.
Griffin though, while he does dye clothes normally, will lose this ability after a reload and his faction data is updated, as it was only assigned through his faction and not by character.
The wiki has a list of all colours and which factions/characters they are assigned to.
